Yes, I believe that is the case. Plus, most people have a "comfortability level" on boards where they share common beliefs. I have tried to have a couple of forums where everyone would feel comfortable posting in, but even with that, some don't stay too long.

Some just drop by to say hello.I can honestly say on one of my boards.I have gained posters.They may not post often but do drop by off and on.

It gives a board some activity, even if it's temporary. And as others said, often you pick up some new posters from it, and then it's really cool.
I think that people stay at a board if it has a focus that they like (like if it's dedicated to their favorite actor, or craft) OR if they just happen to "click" at a place... which probably depends on some randomness, like if their kids gave them a minute to stop and look around, or they had to hurry because it was bedtime, and so on.

I enjoy looking around at the new boards and I take the time to check each group out, but I got the feeling most people just jumped in and back out -- not all of the hoppers did so, but it seemed like the majority did.

I've taken part in several hops over the years and really they're a waste of time. You get a short burst of activity and most don't even look round the boards properly. Hops are often also just far too big.
