He lives in Ireland, he has to fly or use floo powder to get to London to get on the Hogwarts Express. He gets anything he wants, having been the only child until his younger sister was born tow yeras ago, so he is very spoiled. He hs played Quidditch scince he was 8, he is really quite good and it, he is a very good beater. His mom found out his dad was a wizard when he was 5.
When he got his letter his dad was delighted but his mom wasn't as excited about him going. Because his dad was a half blood, hse wasn't sure that Evan would be going to Hogwarts. He has alwats been stuck-up, spoiled, and very concerned about personal appearance.

What makes you sad? What are you like when you are sad? He is sad if his clothes are messed up or he looks anything less that perfect. When he's sad he is quiet and loess likely to interrupt.
What makes you angry? What are you like when you are angry? If someone says his clothes are out of style or his hair isn't done right, he is even more himself, if possible, he snaps at people, walks stiffly and mutters to himself, even more likely to interrupt.
What makes you happy? What are you like when you are happy? Smiles big and wide, even more arrogant that usual.
What are you like when you are hyper? talks more and more quickly
Are you outgoing, shy, somewhere between? outgoing
Do you make friends easily? Well, it depends on what they wear or if they are popular enough.
How smart are you? Averagem not a very good student, teachers don't like him, but he remembers spells and info. easily.
How important is it to you to follow the rules? Very important, as long as it doesn't bruise his reputation.
What makes you different, original, special, unique? Arrogant, hauty, talkative.

~First Train Ride to Hogwarts~
When Evan got on the train he hardly knew where he was, with so many people there he didn’t know. He started looking for an empty seat in one of the compartments. There were several other students in the walkway also looking for seats. While he was walking somebody behind him bumped into him. He quickly turned and saw a boy with curly blond hair and blue eyes. The boy, looking embarrassed, apologized.
“I’m sorry. I didn’t see…”
“I’m looking for a seat. Have you happened to find one?” Evan interrupted.
The boy gave a very big smile. “I haven’t seen one. Let’s look further down the train.” Evan could tell he was going to like the boy. His hair was perfect, and his robes were in the latest style. Evan introduced himself.
“I’m Hauteur, Evan Hauteur. And you?”
The boy smiled widely. “Lockhart. Gilderoy Lockhart, Second year (so, in the game, he’ll be in fourth year). Well, shall we find a seat?”
After they found a seat they talked about their favorite things like hairstyles, the newest Quidditch brooms, and their favorite fashion magazines. They kept talking, and before they knew it, they were best friends.
If Arwen doesn’t even know how old Gilderoy Lockhart is, we’ll just decide for her! That’s what she gets for not filling out an Application!

I think it's a terrific, well-thought-out application. Well done, Errol! The one caution I would put to you is to watch out for spelling mistakes.
